The Bihar government has rolled out a clear and firm policy to regulate how public employees use social media, aiming to strengthen professional conduct and protect the integrity of government institutions. The new rules draw a sharp line between personal expression and official responsibility, ensuring that public service remains neutral, disciplined, and trustworthy in the digital space.

Permission Mandatory for Social Media Use

Under the new framework, government employees must secure prior approval before creating or operating accounts on platforms such as Facebook, Instagram, and X. This requirement applies to both new accounts and existing ones. The move signals the government’s intent to closely monitor online conduct without eliminating digital engagement.

At the same time, officials cannot use government email IDs, phone numbers, or designations to register personal social media profiles. This step prevents confusion between individual opinions and official positions, especially in sensitive public matters.

Strict Ban on Sharing Official Content

The policy places strong restrictions on sharing images, videos, or discussions from official meetings and internal proceedings. Employees must not circulate confidential material, even on private accounts. The government views such leaks as harmful to administrative discipline and public trust.

In addition, staff members cannot use government logos, emblems, or department names on personal pages. This rule ensures that unofficial content never appears to carry state approval.

Focus on Social Harmony and Neutrality

The guidelines also prohibit posts that target or provoke specific religions, castes, or communities. The government has made it clear that online behaviour by public servants should never disturb social harmony or inflame divisions.

Importantly, the policy does not impose a blanket ban on social media usage. Instead, it encourages responsible participation while safeguarding the dignity of public service. Employees remain free to express personal views, provided they stay within ethical and legal boundaries.

Clear Separation Between Personal Views and State Policy

Through this administrative shift, Bihar aims to reinforce a core principle of governance: the state speaks through official channels, not personal accounts. By enforcing this separation, the government protects itself from misinformation, misrepresentation, and reputational risks.

Moreover, the rules help employees understand their digital responsibilities in an era where online posts travel faster than official clarifications.

A Step Toward Digital Discipline

With social media playing a growing role in public discourse, Bihar’s new policy sets a structured example for digital discipline in government service. The focus remains on professionalism, accountability, and social responsibility rather than punishment or restriction.

As the policy comes into force, public employees across Bihar will need to adapt their online presence while continuing to serve citizens with clarity, neutrality, and integrity.
