Chief Minister Nara Chandrababu Naidu has emphasised that the government will provide skill training to youth and extend support for their higher education. He directed officials to make the newly developed ‘Naipunyam’ portal a gateway to employment opportunities. It will benefit job seekers across the State. The Chief Minister reiterated the government’s goal to create 20 lakh jobs by 2029. He urged officials to work toward realising this vision.
The Chief Minister directed officials to conduct job fairs in every Assembly constituency. He instructed the officials to launch the Naipunyam portal before the upcoming Visakhapatnam CII Partnership Summit in November. Naidu also directed the officials to issue skill certificates to those who completed the training courses. These certificates will be issued on behalf of the State government.
The Chief Minister reviewed the functions of the Skill Development Department in the Secretariat on Thursday. He was accompanied by Minister for Human Resource Development (HRD) Nara Lokesh and senior officials. During the review meeting, the CM and HRD Minister discussed the portal’s job dashboard, available courses, and employment opportunities.

Adopting cluster-based skill training approach: Lokesh
HRD Minister Lokesh briefed the CM that the department is adopting a cluster-based approach to enhance employability. They are providing industry-relevant training in sectors like aquaculture and quantum technologies. He said 15 clusters are being developed to supply skilled human resources to industries. The Chief Minister suggested integrating global best practices and expanding partnerships with universities. It should also include international educational institutions, ensuring the portal benefits even unemployed youth not covered under government schemes.
Applicants will be able to select their preferred job sectors and upload relevant details through the portal.
Data integration across all departments
The Chief Minister revealed that previous job fairs have already helped employ 1,44,000 people. Developers will equip the portal with an AI-based resume builder and enable real-time job alerts via WhatsApp. Officials are building a comprehensive database that integrates all government departments to accurately identify genuine unemployed youth.
The portal will list training locations, upcoming job fairs, and company-wise vacancies. It will even include an AI interview simulator to help candidates prepare.
Government moots training in foreign languages
Naidu instructed that the portal should link ITIs, polytechnics, engineering colleges, and universities with industries to make the education future-ready. It should track placements, enable skill testing, and connect students’ innovations with the Ratan Tata Innovation Hub (RTIH). To help youth secure global job opportunities, the Chief Minister directed that foreign language training be offered. He also said that job seekers should be able to access opportunities through the AP Non-Resident Telugu (APNRT) platform.
“Through the Naipunyam portal, every youth in Andhra Pradesh should receive targeted training. This training will help develop new skills or upgrade existing ones with retraining and advanced learning programs,” the Chief Minister said.
