India Plans New Chenab Hydropower Project, Pakistan Watches Closely

India is preparing another strategic move amid rising tensions with Pakistan. The Centre has approved plans to build a new hydropower project on the Chenab River, a development that could further strain bilateral relations.

Green Signal for Dulhasti Stage 2 Project

Following the Pahalgam terror attack and Operation Sindoor, India had already announced the suspension of the Indus Waters Treaty. Now, the government is moving ahead with infrastructure plans on the Chenab River.

A committee of experts from the Union Environment Ministry has given clearance to the Dulhasti Stage 2 hydropower project. The project aims to generate 260 megawatts of electricity.

Strategic Importance of the Chenab River

Under the 1960 Indus Waters Treaty, the Chenab River falls under Pakistan’s share. However, the treaty allows India to use western rivers for power generation, irrigation, and domestic needs, subject to conditions.

Although the project complies with treaty provisions, Pakistan is closely monitoring the move. Analysts believe the plan could raise fresh concerns in Islamabad.

Project Cost and Infrastructure Details

The Dulhasti Stage 2 project will be developed by NHPC Limited, a public sector undertaking. The estimated cost is ₹3,277.45 crore.

Importantly, the project will use infrastructure from the 390 MW Dulhasti Stage 1 plant, commissioned in 2007. To meet water requirements, authorities plan to divert water from the Marusudar River through the Pakal Dul project.

Push to Accelerate Hydropower Projects

After suspending the Indus Waters Treaty, the Centre decided to fast-track hydropower projects in the Chenab basin. These include Sawalkot, Ratle, Bursar, Pakal Dul, Kwar, Kiru, and Keertai 1 & 2.

Currently, major projects like Baglihar (890 MW) and Salal (690 MW) are operational. Meanwhile, Ratle, Kiru, and Kwar are under construction.

Land Acquisition and Environmental Clearance

The Dulhasti Stage 2 project requires 60.3 hectares of land. Of this, 8.26 hectares of private land from 62 families in Banjwar and Palmar villages of Kishtwar district will be acquired. Officials have assured compensation and rehabilitation for affected families.

With environmental clearance now granted, experts say the project marks a significant strategic step, one that Pakistan cannot ignore.
