AP CM Naidu Introduces Innovative Grading System for Constituencies

Andhra Pradesh Chief Minister Nara Chandrababu Naidu has introduced a new system to make governance more transparent and effective. Instead of just implementing government schemes, he is now closely monitoring how well these programs reach citizens and how MLAs perform in their constituencies. This approach aims to improve accountability and ensure faster problem-solving.

Survey Across 175 Constituencies

The government conducted a detailed survey across 175 constituencies. It evaluated scheme delivery, public grievance resolution, and MLA availability. Based on these criteria, each constituency received a rank and grade. Some areas stood out for their exceptional performance in serving the public.

For instance, Vijayawada West, represented by BJP MLA Sujana Chowdary, topped the state with 93%. Gajuwaka, led by TDP state president Palla Srinivasarao, came second with 92%. Kakinada ranked third, and Vijayawada East secured fourth place.

Grading System to Encourage Competition

The new grading system divides constituencies into three categories. Chief Minister Chandrababu believes this will create healthy competition among MLAs. The grades are based on data collected up to January.

  • A+ grade: 21 constituencies with outstanding performance

  • A grade: 153 constituencies with good performance

  • B grade: Only Guntur West fell into this category

Moreover, constituencies scoring above 90% received A+, those with 75–89% earned A, and scores between 50–74% received B.

CM Meets MLAs to Boost Accountability

Chandrababu held personal meetings with both first-time and senior MLAs. He stressed the importance of being present in the community, visiting neighbourhoods, and listening to citizen concerns. Furthermore, he encouraged MLAs to use digital tools and data platforms to speed up administration. Low-scoring constituencies were asked to improve immediately.

Constituency Vision Action Plan (CVAP)

For the first time in India, the government introduced the Constituency Vision Action Plan. Each constituency now has an MLA, a special officer, a knowledge partner, a young professional, and five local secretariat staff members.

The plan assigns points based on departmental targets, development works, grievance resolution, and P4 monitoring. While there are 685 indicators, some apply only to specific constituencies. These points determine the final score and grade.

Setting a National Example

This grading system sets an example for the nation. It improves accountability among MLAs and ensures better public services. Additionally, high-ranking constituencies inspire others to perform better. Overall, the initiative encourages efficient, transparent, and citizen-focused governance across Andhra Pradesh.
